Ambassador Henry F. Cooper
"Countering the Existential EMP Threat"
A Clemson engineering graduate with a NYU PhD, Chairman of High Frontier, ARA Chairman Emeritus, formerly National Institute for National Policy Senior Associate, Heritage Foundation Visiting Fellow; was the Acquisition Executive for all US missile defense defenses and served in several other senior Federal Government acquisition and policy positions.
At High Frontier, Ambassador Cooper is focused on working with local, state and federal authorities to provide effective defenses against ballistic missiles, particularly those that pose an existential threat to all Americans by detonating a nuclear weapon high above the U.S.
The electromagnetic pulse (EMP) from a single burst could damage key critical infrastructure, such as the electric power grid, freezing Americas “just in time” economy and leaving the U.S. population without the means for survival. Sixty to ninety percent of all Americans could perish within the following 9-12 months. A hardening of our Electric Grid throughout the U.S. would protect against the EMP effects of a nuclear blast or major solar storm, which could lead to similar effects.
